Found this on GitHub. It's called Voicebox, and it's a free, open-source voice studio that runs entirely on your machine.

It clones your voice from a few seconds of audio, then speaks any text back in that voice, across 23 languages. Your voice, speaking Japanese, Arabic, Hindi, Polish, whatever.
Until now this stuff cost real money. ElevenLabs for the voice output, around $20 a month. WisprFlow for dictation, another subscription on top. Voicebox does both, for free, and your audio never leaves your computer.
What it does:
Clones your voice, or gives you 50+ ready-made ones. Adds emotion tags like [laugh] and [sigh]. Dictates into any app with a hotkey. Transcribes audio with Whisper. And through MCP, your Claude Code agent can talk back to you in a voice you cloned.
If you've ever wanted to run a YouTube channel or Instagram in another language, this makes it stupid easy. Or you just need hours of voiceover without sitting at a mic all day. Write the script, hit generate, and it speaks in your own voice, in any of the 23 languages.
