It was by no means certain that the Hungarian public sphere would get another chance to start afresh. It now has one, and that is a shared responsibility for all of us who work for the media and for public communication. On 22 September, following an open professional application procedure, the Hungarian Parliament elected me President of the Hungarian Media Council with more than two-thirds of the votes cast. As the Media Act provides, President of the Republic András Baka, on the proposal of the Prime Minister, has now also appointed me President of the Nemzeti Média- és Hírközlési Hatóság (NMHH), with effect from 12 October. Today Parliament elected András Radetzky to the Media Council. He joins Márta Bencsik, Bea Bodrogi and Krisztina Nagy on the Council. I have asked Éva Derzsényi LL.M and Péter Vári to serve as Vice-Presidents of the NMHH, and both have accepted. Veronika Kövesdi will head my presidential cabinet, and I will introduce the other members of the cabinet shortly. Over the next five years, our work can be measured against a few sentences from my application. "Independence is not a personal quality of the candidate but an institutional condition, one that procedural rules either sustain or allow to fade away." "In a language market of ten million people, the survival of professional Hungarian content is not something the market will secure by itself. It is a question of regulation and funding policy." "Every year, independent external experts, including experts from abroad, will assess the authority's independence and impartiality, and the report will be published in full and without changes." "What this programme promises is not an end to debates about the media. It is that a regulatory decision becomes a professional act again rather than a political message, and that the next Rule of Law Report can judge the independence of Hungary's media authority by its decisions, not its intentions." Thank you to everyone who supported my application with professional advice, criticism, endorsements or simply a word of encouragement. The application is public, and so are its commitments. #MediaFreedom #MediaRegulation #EMFA #DSA #NMHH
